Why in Hurghada, and not only Hurghada, also Cairo and I think even other places in Egypt buildings look like under constaction, but people are already living there, it looks like nobody want to finish the contruction. ofcourse this is not normal here in egypt this kind of building but i want to explain that this buildings is owend to alot of ppl and not alot of them has the feelings of art or the tallent to have nice things if this situation in my hand for sure i was going to change alot of things i know that it is not giving good looking but i hope it will be better.
I think it isn´t the matter of government, but matter of money. The people build houses for living, and only some of them have finance to finish them completly. You can see it in all poor areas of the world.
of course it's because of money because while you finish it you have to pay tax - as long as it's under construction you don't have to pay taxes. that's why
